Almost impossible to say, because it almost totally depends on the types of water that you fish. It also depends on the part of the spring that you are fishing and what part of the country you are located in. In my part of the country (deep south), the pre-spawn, the spawn and the post spawn are all spring time occurrences. On the types of waters that I fish and when the spawn is going on , for me personally , the plastic lizard rigged Texas style with a small weight is deadly when it is used when bass are spawning. The next best thing would be a spinner bait fished in the spawning areas, but these two baits fished in your area on your home waters may not be effective at all. There’s just too many variables involved for there to be an iron clad best lure.
I think dumdum is correct in stating that there are three seasons to bass fishing in the spring. I found that in the post spawn that a slow moving lure like a rubber worm, jig-n pig or tube jig worked slowly on the bottom will take fish. During the spawn the bass react to a lure more as a defensive reaction because they are defending their spawn bed. A lure that looks like a fish, or as stated before, a lizard that is raiding the bed will induce a strike. After the spawn just about any minnow lure, worm (live or plastic), tube jig, spinner bait or inline lure works for me. Confidence in the lure or bait that your using play a big part in catching fish but on the other side of the coin it’s important not get hung up on one type of lure. If it’s not working change it up. There’s also lots of info you can get from the web (just tab in spring bass fishing) or from books from your local library. Good luck and be safe.
In my area of VA we like jig and pig for cooler waters in spring. Then switch to a jig, or crank bait…Or a siren lizard on the jig can work well when fished slowly.
Also minnows or worms/eels work well….Bass can be caught year round here.

Its always bass season in California. One of the most versatile lures is a jig in brown craw or melon claw(very nice in spring) colors.
You can never go wrong with the original Rapala; 2¾”, silver/black.
I find the Rooster Tail spinner bait to be a good lure all year round. Also it is effective on other varieties of fish.
it isn’t bass season yet….
BUT jitter bugs are good.
